This project provides Complementary Support (Technical Assistance) to the Climate Change Division (CCD) within the Ministry of Environment and Climate Change (MECC) for their "Time to Act! Implementing the Climate Change Act" programme. The project is designed to fill specific human resource and technical expertise gaps identified by the government to drive the Roadmap's priority actions. This is achieved by embedding a dedicated, full-time Project Manager/Team Leader, a Senior Legal Drafting Associate, and a Finance and Admin Senior Assistant within the CCD. These staff, supported by specialized consultants, will provide the day-to-day capacity needed to develop secondary legislation, guidelines, and reporting mechanisms.
The overall objective is to strengthen the capacity of Fiji's Climate Change Division (CCD) and key stakeholders to effectively and systematically implement the Fiji Climate Change Act 2021. The ultimate impact will be the successful implementation of the Act, leading to enhanced climate action and reduced emissions across key sectors. This contributes directly to Fiji’s sustainable, inclusive, and resilient low-carbon development pathway. The project focuses on building internal expertise, establishing necessary governance arrangements, and developing the legal tools required for the Act’s full enforcement
Expected project results are structured around three key outcomes:
1.Strengthened CCD Capacity: Delivery of a training program and establishment of M&E frameworks to track progress against the National Climate Change Policy.
2.Endorsed Legal Frameworks: Submission of four draft regulations, guidelines, or amendments to the Solicitor General’s Office, providing the legal basis for the Act's enforcement.
3.Empowered Stakeholders: Conducting four socialization workshops, developing four accessible guidelines, and establishing an effective secretariat function to improve policy dialogue and coordination.
These results ensure that the legal, institutional, and human capacities required for the full implementation of the Climate Change Act are established.
